The State and local health departments use the community planning process to prioritize HIV prevention activities and provide service to affected populations. The specific activities include: Counseling, Testing, Referral, and Partner Notification (CTRPN): Individual Level Intervention; Community Level Interventions; Public Information; Evaluation and Research; and Capacity Building.
